Sealed Bids are requested by the West Mifflin Borough at 3000 Lebanon Church Road, West Mifflin, PA 15122 until 3:30 P.M. prevailing time, Friday, May 10, 2013 for the West Mifflin Borough 2013 Road Program. Bids will be opened publicly and read aloud immediately after the closing time for receipt of Bids.
Interested parties may view the Profile and Bid Schedule for this Project on the internet at: http://www.niraengineers.com .
Copies of the Bid Documents may be examined at the office of the West Mifflin Borough Manager, 3000 Lebanon Church Road, West Mifflin, PA 15122 or at the office of NIRA Consulting Engineers, Inc., 950 Fifth Avenue, Coraopolis, Pennsylvania 15108. Copies thereof may be obtained from the office of NIRA Consulting Engineers, Inc., upon payment of a non-refundable sum of $75.00. An additional charge of $10.00 will be required for handling of Plans and Specifications. Checks are to be made payable to NIRA Consulting Engineers, Inc. Bids must be submitted on the forms provided, and completed in strict accordance with the instructions provided. Each Bid must be accompanied by a Bid Bond, in the form of a Certified Check or Corporate Surety Bid Bond, in the amount of ten percent (10%) of the Bid Proposal made in the favor of the West Mifflin Borough.
A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder.
Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale is included in these Specifications.
Adherence to Instructions to Bidders is required.
No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening.
The right is reserved by the Owner to reject any and/or all Bids, totally or in part, or to waive informalities in any Bid.

ATTENTION POLITICAL CANDIDATES
Please be advised that West Mifflin Borough Council has amended Ordinance #1174.
This ordinance regulates political signs exhibited on right of ways in the Borough of West Mifflin.
Political Candidates or Committees are required to file application and deposit a $75 refundable fee with the Borough prior to exhibiting political signs on rights of ways in the Borough of West Mifflin.
TIME FRAME FOR DISPLAY
No political signs may be displayed on Public Rights of Ways in the Borough of West Mifflin until 30 days prior to Primary or General Election.
Political signs must be removed from said public right of ways no later than 14 days after primary or general elections. Failure to remove said political signs will result in the surrender of the $75 refundable permitting fee.
Political signs in Right of Ways must be located a minimum of 5 feet or more outside the paved edge or curb of roadways.
Political Signs are NOT permitted on Borough owned property or on traffic islands. Political signs shall not be placed at intersections that will cause a CLEAR SITE OBSTRUCTION.
Political signs are not permitted to be affixed to utility poles in any manner.
Violations of Ordinance #1174 can result in the removal of political signs by the Borough of West Mifflin and be cause for citations to be issued in accordance with Pennsylvania law.

Responsibilities will include, but not limited to bookkeeping, supporting daily office operations, customer service, preparing management reports/documents by gathering, organizing and analyzing date.
Qualifications:
- High School diploma or equivalent required; Associate degree preferred.
- Two year prior administrative/fiscal experience required.
- Strong computer skills; experience with Microsoft Office (Word, Excel, PowerPoint) required.
- Must demonstrate strong communication skills both written and verbally.
- Good organizational skills with attention to detail.
- Able to handle multiple tasks and prioritize workload accordingly.
